Problem Statement

Harry wants to buy ice cream from the school canteen. As well as considering the cost, he also considered the taste and popularity of the ice cream.

If the ice cream is cheap, then it only needs to be tasty. If the ice cream is expensive, then it either has to be extremely tasty and of average popularity or of average taste and extremely popular.

Harry wants vanilla ice cream, which is expensive, but he did not buy it.
